I can't recall the specification number from my last import. Do I need to map the specifications to the same number when importing the data anew?

No, the specification numbers are flexible. Having the same specification number every time is not required. 

I want to add new specifications for some products, but in the last file, I have used Specifications 1 to 4. For the new attributes, do I need to start mapping columns from Specification 5?

You can import different specifications as Specification 1 (and so on) across two imports; say Color in first import and Size in second import, both as Sepcification 1. This would be considered as if the product has 2 specifications – Color and Size. As an extension, when you download the product data, this product will have two columns for specifications.
